Draft publication of the Action "Supporting businesses with the aim to employ highly qualified scientific personnel"

This action concerns subsidising businesses in order to recruit/employ highly qualified scientific personnel (researchers - technicians) so that they implement specific proposals for research activities. Under the program proposals for research activities can be submitted by undertakings:

  • of the public and private sector
  • from all sectors of the economy
  • of all sizes

Conditions to be met by the benefiting undertaking:

  1. Personnel proposed for recruitment (researchers and technicians) must not have been employed in any form of employment by the undertaking or any other undertaking in which the former holds more than 50% (or vice versa) over the past 12 months from the submission of the proposal.
  2. The maximum number of researchers per undertaking allowed to receive subsidy is two (2); the maximum number of technical personnel is one (1).
  3. The undertaking shall enter into a fixed-duration full-time exclusive employment relationship with his/her employee who will be employed by the undertaking for a minimum of 18 and a maximum of 36 months.
  4. The undertaking shall not lay off any personnel with qualifications equivalent to the ones held by researchers under recruitment for a period of 12 months from the start of the program.
  5. The aid obtained by the undertaking under this notice, added to any other aid the undertaking has obtained or is expected to obtain (including aids provided for by TEMPME), under the EU Regulation on aid below the de minimis thresholds over the past three years until the date of inclusion of the proposal shall not exceed €200,000. The above mentioned amount shall reach €100,000 for businesses active in the field of road transport.

Conditions to be met by the personnel who will be subsidised:

  1. Nationality: any. For foreign researchers (L.3284/2004 "Code of Greek Citizenship", Treaty of Rome, Article 17 "Citizenship of the Union") a residence and work permit shall be ensured for the whole duration of the project (if necessary, depending on the country of origin).
  2. Diplomas
  3. "Research personnel" are doctorate graduates from Greece or abroad.
  4. "Technical personnel" are University and Technological Educational Institute (TEI) graduates from Greece or abroad (holders of post-graduate diplomas may also participate).
  5. Fulfilment of military service or statutory exemption (for male candidates). Candidates serving their military service also have the right to participate, provided that they will have fulfilled their military obligations by the date of signature of the contract with the undertaking. This is not required for employees coming from member states where there is no compulsory military service. The necessary supporting documents (Type A Military Status Certificate) shall be submitted before signing the contract

Areas of Scientific Research

No area of modern research shall be excluded on condition that they fall within the scope of Commission Regulation (EC) No 1998/2006 on de minimis aid.
The proposals shall be classified at the choice of the person submitting them into the following broad scientific areas:

  • Α. Natural Sciences, Engineering and Space Sciences
  • Β. Life Sciences
  • C. Information and Communications Sciences and Technologies
  • D. Humanities and Social Sciences
  • Ε. Energy-Environment-Transport
What is funded: 

The categories and amount of eligible costs by cost category are as follows:

1) Personnel remuneration
During the implementation of the research project the research and technical personnel shall be working as employees in the undertaking (fixed-duration employment contract). Category 1 eligible expenditure accounts for 70% of wage costs. The remaining cost amounting to 30% (Private Funding) will be borne by the undertaking and will be covered by own funds.
The amounts which can be charged per employee under the programme as monthly wage cost (gross remuneration, employers' contributions, Christmas and Easter bonus, annual leave allowance):

  • Research personnel
    • PhD staff €2,000-2,300
  • Technical personnel
    • University/TEI graduate holding a Master's degree €1,800-2,000
    • University Graduate up to €1,700-1,900
    • TEI Graduate up to €1,600-1,800.

In any case, wages may not be inferior to those set out in collective agreements applicable for each sector, whereas the additional costs of compliance with the requirements provided for in the collective agreements shall be borne by the employer. The undertaking which will be subsidised must demonstrate the actual cost for every employee who has been included in the programme by submitting pay slips. If the actual cost is higher than the amounts listed in this paragraph, the subsidy to be obtained by the undertaking under the programme shall be calculated based on the maximum amounts which have already been mentioned.

2) Indirect Costs
Up to 10% of the (wage) cost for indirect costs relating to the project (e.g. travel, participation in conferences, consumables etc) can be added to the amount resulting from the total wage cost (as this is calculated based on the above mentioned wage limits) for young researchers and technicians.

Current operating costs (e.g. rents, electricity, telephone, water bills, subscriptions, etc.) are not eligible.
The Value Added Tax (VAT) is not eligible.

A.C.N., business activity sectors or companies excluded: 

The undertaking should fall within the scope of de minimis aids (De minimis - Regulation (EC) No 1998/2006, Article 1). In particular, under the above mentioned article no aid can be granted to undertakings which are:

  • Active in the fishery and aquaculture sectors, as covered by Council Regulation (EC) No 104/2000 (OJ L 17, 21/1/2000, p.22).
  • Active in the primary production of agricultural products as listed in Annex I to the Treaty.
  • Active in the coal sector, as defined in Regulation (EC) No 1407/2002.
  • In difficulty as defined in Article 2 (2.1) (9,10 and 11) of the 2004/C/244/02 European Commission Guidelines.
