Enterprise and Employer Grant Programme for the employment and training of 10,000 beneficiaries “of a cheque for their reintegration into the labour market”

The Programme includes an employment action (funded by national resources) and a training action (funded by the NSRF within the Operational Programme "Human Resources Development").

The Programme shall be open to all private enterprises and private sector employers in general in order to recruit workers that have been laid off and are recipients of income support in new jobs, and provisions are also made for their training in their new job. All the unemployed who shall be recruited under this Programme shall be beneficiaries of a “cheque for their reintegration into the labour market”. The reintegration cheque reflects the conversion of unemployment benefits for the unemployed entitled to receive them into employment benefits.

Hence, businesses or private sector employers participating in the Programme who offer jobs with insurance benefits to unemployed people shall receive as a subsidy the amount of the unemployment benefit previously granted to the unemployed. The services of the Greek Manpower Employment Organisation (OAED) shall indicate unemployed people who are beneficiaries for recruitment under this Programme. OAED shall provide the beneficiary together with a decision approving regular or long-term unemployment (initial, amending or follow-up) with, a formmentioning the duration and amount of the subsidy they shall receive. The “value” of the “reintegration cheque” shall be equal to the amount of subsidy as determined taking into account its progressive reduction until the expiry of the regular or long-term unemployment benefit (first phase of the Programme).

After the unemployment benefit has expired and until a period of 24 months has passed from the date of recruitment (second phase of the Programme), the employer shall receive as a subsidy an amount equal to 90% of social security contributions (of employers-employees) plus the contributions in favour of auxiliary funds.

In case the employer provides also for the training of the person whom they have recruited, the subsidy they receive shall be equal to 100% of social security contributions, extending the duration of the Programme to 30 months.

What is funded: 

Businesses or private sector employers participating in the Programme who offer jobs with insurance benefits to unemployed people shall receive as a subsidy the amount of the unemployment benefit previously granted to the unemployed which shall be progressively reduced until the expiry of the regular or long-term unemployment benefit (first phase of the Programme).

After the unemployment benefit has expired and until a period of 24 months has passed from the date of recruitment (second phase of the Programme), the employer shall receive as a subsidy an amount equal to 90% of social security contributions (of employers-employees) plus the contributions in favour of auxiliary funds.

In case the employer provides also for the training of the person whom they have recruited, the subsidy they receive shall be equal to 100% of social security contributions, extending the duration of the Programme to 30 months. The subsidy granted to the employer for the training of their recruited staff cannot exceed the amount of €2,000 in total per person trained.

The subsidy of social security contributions shall be made via an IKA/ETAM-OAED current-account credit facility, while the contributions in favour of auxiliary funds shall be paid directly to the enterprise.

The following businesses are excluded:

  • Businesses recruiting their staff via the Supreme Council For Civil Personnel Selection (ASEP).
  • Night clubs and temporary-work agencies for their employees who work for another employer (user undertaking).
  • Businesses employing the unemployed at night after10 pm.
  • Cleaning and safekeeping services businesses.
  • Undertakings excluded under Commission Regulation (EC) No1998/2006 on deminimis aid. Undertakings active in fisheries (from primary fisheries and aquaculture to the placing and marketing of their products, e.g. fish wholesalers’ shops), in the field of coal (e.g. coal-mining companies, coal mines, etc), of primary production of agricultural products, as well as undertakings active in the resale to retailers or traders of agricultural products the subsidy being passed on to producers directly or indirectly [on-farm activities necessary for preparing a product for the first sale (e.g. harvesting, cutting and threshing of cereals, or packing of eggs), or the first sale to resellers or processors].
  • One-man businesses for persons who are spouses or related by blood or marriage to the businessman.
  • {General Partnerships and Limited Partnerships for their general partners, public limited companies (SA) for their Board members, limited liability companies for their partners, as well as their spouses and first-degree relatives by blood or marriage.
  • Cooperatives for their members.
  • When the scope of business of an undertaking is complex and one part of the scope is excluded from the Programme.
  • Businesses in difficulty.

Unemployed workers who are excluded:

  • Beneficiaries of a "cheque for their reintegration into the labour market” who in the six months preceding the date of expression of interest in the Programme had worked in any way in the same undertaking or undertakings which have been transferred or have changed their legal form or which are dissolved and restart their operation in the same or in a different place with the same business activity, from which a new subsidiary has been created, or in related undertakings.
  • Workers mandatorily placed in Public Sector jobs, since they are subject to L. 2643/98 on the “Provision for the employment of special social groups.”
